Reports To: Executive Vice President, Ambulance Operations
Salary:  Exempt

Essential Duties and Responsibilities:
  • Oversees, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Manages and oversees, either personally or through subordinate supervisors, daily operation of emergency medical operations.
  • Establishes priorities for department activities; delegate’s assignments to and placement of personnel; ensures proper allocation of personnel and other resources; disseminates information and special orders.
  • Organizes workflow and prepares schedules; reviews payroll; approves timesheets and leave time; oversees operations training and quality assurance efforts.
  • Assists with preparation of short term and long-range management plans; evaluates and determines proficiency level of operations and personnel under their authority; identifies areas requiring improvement; formulates and executes action plan to correct deficiencies.
  • Ensures compliance with company standards, policies, training programs, and general orders.
  • Ensures the organization is adhering to administrative regulations including but not limited to: DEA, Department of Health, Oklahoma Bureau Narcotics and Dangerous Drugs and other regulatory agencies
  • Instructs and direct supports regarding proper procedures and protocol of the company reviews all work for compliance with standards, policies, and procedures; schedules and coordinates new employee training for personnel.
  • Meets with county officials regarding major policies affecting the administration of services provided; recommends improvements and changes as appropriate.
  • Initiates internal investigation as required in personnel misconduct, complaints, inquiries, and incidents.
  • Coordinates EMS activities with other county departments, municipal agencies, and fire districts; conducts and participates in multi-agency emergency exercises to evaluate preparedness.
  • Monitors dispatch and radio traffic of all calls to ensure response; oversees and ensures optimal deployment and accountability for physical resources.
  • Responds to 911 emergencies and provides Incident Command on-scene as needed for emergency calls
  • Responds to questions, complaints, and requests for information/assistance from the general public, patients, fire, law enforcement, and medical personnel, various agencies, employees, officials, supervisors, or other individuals.
  • Serves as liaison between the company and hospital administrators
  • Maintains a comprehensive, current knowledge and awareness of applicable emergency medicine techniques, policies, procedures, codes and laws; stays abreast of Medicare/Medicaid changes and requirements.
  • Schedules and conducts staff meetings with direct reports monthly
  • Acts as Pafford liaison in community and governmental affairs. (City Council, Chamber of Commerce, Hospital Boards, and Public Safety Agencies).
  • Stays active and engaged in local emergency management planning committees and regional emergency management agencies.
  • Develops and maintains positive relationships with key stakeholders (Mayor, Governmental Administrators, Healthcare Facility Administration, etc.).
  • Administers disciplinary action as need in compliance with defined policies, procedures, and directives.  Maintains strict compliance with all Pafford Policies & Procedures.
  • Maintains strict compliance with all rules and regulations set forth by the state and federal programs.
  • May perform related duties or task as assigned. 
Education and/or Work Experience Requirements:
  • Master’s Degree from an accredited institution of higher learning in management or healthcare related field; Bachelor’s Degree and five (5) years of progressive work experience in healthcare or emergency services; Associates Degree with seven (7) years of work experience in healthcare or emergency services; Ten (10) years of progressive work experience in healthcare or emergency services.
  • Must be able to demonstrate proven track record of meeting or exceeding operational goals and objectives.
  • Must possess and maintain certification for the following: ICS 100, 200, 800, NIMS 700; ICS 300 and 400 preferred.
  • Excellent verbal and written communication skills, including ability to effectively communicate with internal and external customers.
  • Excellent computer proficiency (MS Office – Word, Excel and Outlook).
  • Proficiency with ZOLL RescueNet, ImageTrend, Fleetio, NinthBrain Suites, and related programs and applications preferred.
  • Must be able to work under pressure and meet deadlines, while maintaining a positive attitude and providing exemplary customer service.
  • Ability to work independently and to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices.
Physical Requirements:
  • Ability to safely and successfully perform the essential job functions consistent with the ADA, FMLA and other federal, state and local standards, including meeting qualitative and/or quantitative productivity standards.
  • Ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.
  • Must be able to lift and carry up to 50 lbs.
  • Work may require sitting, near vision use for reading and computer use, lifting, stooping, bending, stretching, walking, standing, pushing, pulling, reaching, and other physical exertion.
  • Must be able to talk, listen and speak clearly on telephone.
  • Must possess visual acuity to prepare and analyze data and figures, perform accounting functions, operate a computer terminal, operate a motor vehicle, and do extensive reading.
